SpeedShift Speedup is a plugin which takes an imported audio file and slows it down or speeds it up. This effect is popular in Hiphop, EDM, where the sample is altered to create a new idea. A slowed & sped up version is now required by most independent labels.

If you're looking for a fully featured vari-speed changer, give it a try!
